Mr. Hulen is the owner and CEO of IR Power Systems, LLC. He is an inventor and serial entrepreneur who has founded several businesses in the semiconductor and electro-optics markets. His expertise is in emissive heat transfer and IR optics. He is a world authority on infrared materials. After working at Raytheon's Research Division for five years, he founded Phase4 Infrared — a spinoff of Raytheon's chemical vapor deposition (CVD) operation. Phase4 made Zinc Selenide, a key focusing element for CO2 lasers and an important infrared optical material. Phase4 was sold in 1999 to Umicore, a Belgian metals company and the largest producer of Germanium solar wafers for space applications.

Next, he founded Novotech, Inc, a company that supplied Germanium and silicon to the photonics industry. The materials were used in night vision applications for rifle sights, tanks, helicopters, drones and the like. At Novotech he sourced and refined into IR crystals several tons of Germanium from coal ash at a midwestern power plant. He acquired Riotech, an Arizona semiconductor wafer fabrication and polishing company. Riotech was folded into the Boston Novotech operation in 2010; and Novotech was sold in 2021 to a Colorado specialty metals firm.

Mr. Hulen served on the Board of Directors for American Skiing Company property the Jordan Hotel, Sunday River, Maine from 2000–2010. He is currently a Managing Member of Power Networks LLC, a company involved with electric grid modernization. Mr. Hulen studied physics as an undergraduate at UVM, with postgraduate studies at Harvard and MIT. He is interested in clean technologies related to heat; and has won grants and several patents for pavement energy harvesting. He currently has two patents pending; one for a high efficiency tandem solar cell; the other for infrared power beaming related to wireless power transmission from renewable energy sites; and power beaming from thermal batteries. He was a panelist for germanium metals and mining for the recent Germanium Technology Exchange at the US Army's Night Vision Lab Ft. Belvoir.

Mr. Moreau is an Advising Partner at IR Power Systems, LLC. Benoit boasts over 35 years of comprehensive experience in mineral exploration, project management, mining development, process innovation, and corporate finance. Between 2009–2024, he played a pivotal role in asset acquisition and project structuring at a Toronto-based merchant bank, notably acquiring the Lac Guérêt graphite deposit and co-founding Mason Graphite Inc. He has also co-founded Geomega Resources Inc., acquiring and advancing the Montviel Rare Earths deposit, and he is developing processes for high-purity alumina and magnesium metal production in Québec.

As the President and CEO of Goldstar Minerals Inc., Benoit acquired the Lake George antimony and tungsten property in New Brunswick and discovered the Arabica tungsten zone. His notable achievements also include leading to the discovery of the Lone Mountain high-grade copper in New Mexico (USA) and copper and platinum group elements mineralization in the Bell River igneous complex in Mattagami, Québec.

Mr. Moreau holds a Bachelor of Geology from Université de Montréal, a Bachelor in Mining Engineering from École Polytechnique de Montréal, and an MBA from UQAM. Mr. Moreau's business experience has given him significant exposure to the preparation and review of financial statements. He is currently exploring and advancing germanium projects. In addition, he is exploring and advancing niobium / tantalum projects as well as a rare earth element and scandium project.

Mr. Hulen is the Business Development Manager at IR Power Systems, LLC. His focus is on developing government and commercial relationships to source germanium scrap optics and assemblies for purchase or recycling. Mr. Hulen prepares the quotes and makes the offers for Germanium scrap purchases; and he negotiates recycling agreements. He is a recent graduate of the UMass Lowell Robert J. Manning School of Business.
